6th Technical Advisory Committee Meeting for ALCBT project in India
New Delhi, India, 10 April 2026 – The Technical Advisory Committee (TAC) of the Asia Low Carbon Buildings Transition (ALCBT) project in India was convened, marking an important milestone as the project is at mid-term of implementation and the appointment of new Chair.
The meeting focused on reviewing progress and setting priorities for FY 2026-27, with discussions centered on scaling low-carbon building solutions, strengthening institutional frameworks in India, and investment mobilization.
Key strategic directions were identified, including the institutionalization of the Buildings Emission Assessment Tool (BEAT) at subnational levels, the launch of the Green Finance Network (GFN) in India, and the development of a pipeline of bankable low-carbon building projects. The importance of enhancing the visibility and replicability of project outcomes across the country was also emphasized.
Significant progress has been made by the project. A building registry covering 1,687 buildings across Kerala, Haryana, and Uttar Pradesh has been developed, providing a strong foundation for benchmarking and data-driven decision-making. Of these, 302 buildings have been assessed using BEAT, with 60 identified for targeted retrofitting.
Capacity-building efforts have also expanded, with over 2,400 professionals across 18 states, including stakeholders such as material manufacturers, technology providers, energy auditors, and energy service companies (ESCOs). Female participation is at 24%, reflecting efforts toward inclusive capacity development.
Progress has also been made in academia through curriculum gap assessments for the integration of low-carbon building concepts in four universities. In addition, project factsheets have been translated into Hindi and Malayalam to support wider outreach. Low Carbon Buildings training modules and translated factsheets are available for download on the project website.
The meeting was chaired by Mr. Arvind Kumar, Executive Director of the Building Materials & Technology Promotion Council (BMTPC), Ministry of Housing and Urban Affairs, Government of India (GoI), and co-chaired by Ms. Pravatanalini Samal, Director at the Bureau of Energy Efficiency (BEE), Ministry of Power, GoI. It was attended by 14 TAC members and key stakeholders, including Mr. Soumya Garnaik, GGGI India Country Representative; Ms. Julie Robles, ALCBT Project Manager, GGGI; and Mr. Prashant Kumar, Chief General Manager, Energy Efficiency Services Limited; along with representatives from State Designated Agencies in Kerala and Haryana, think tanks, consortium partners, and experts from the building sector.
The TAC reaffirmed the importance of continued collaboration and knowledge-sharing to accelerate India’s transition toward low-carbon, energy efficient, and climate-resilient buildings.

About ALCBT
The Asia Low Carbon Buildings Transition (ALCBT) Project is a five-year initiative (2023-2028) that seeks to reduce GHG emissions by catalyzing nationwide transitions towards low-carbon buildings in five Asian countries: Cambodia, India, Indonesia, Thailand, and Vietnam. The project is funded by the Government of Germany’s Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN), through the International Climate Initiative (IKI), and is implemented by a consortium led by GGGI, in partnership with the ASEAN Center for Energy (ACE), Energy Efficiency Services Limited (EESL), and HEAT GmbH.
In India, the project operates under the guidance of the Ministry of Housing and Urban Affairs (MoHUA). Capacity building efforts in the country will benefit over 2,000 individuals, including government officials, architects, engineers, building developers and owners, ESCOs, financial institutions, material manufactures, and technology providers, to promote low carbon building design and sustainable practices.
