Second Project Steering Committee Meeting Sets Strategic Direction for ALCBT Implementation in India
New Delhi, India, 31 July 2026 – The Global Green Growth Institute (GGGI) convened the Second Project Steering Committee (PSC) Meeting of the Asia Low Carbon Buildings Transition (ALCBT) Project at the India International Centre in New Delhi. The meeting brought together key government, technical, and project partners to review progress and provide strategic direction for the second half of the project.
With the project reaching its midpoint, the PSC noted strong progress in moving from research and planning towards implementation, policy integration, capacity building, and investment mobilisation. The discussions were also informed by findings from the project’s independent Mid-Term Evaluation.
The meeting was chaired by Mr. Arvind Kumar, Executive Director of the Building Materials and Technology Promotion Council (BMTPC), and co-chaired by Ms. Pravatanalini Samal, Director, Bureau of Energy Efficiency, Government of India. Dr. Alexander Fisher, Project Director Climate Action Program (CAP) for the International Climate Initiative (IKI) Interface Project (IFP) at GIZ India, also participated in the discussion. The meeting was convened by Mr. Soumya Garnaik, India Country Representative at GGGI, and Ms. Julie Robles, ALCBT Regional Manager at GGGI. The meeting was moderated by Mr. Ashok Bonam, ALCBT Regional Coordinator, at GGGI.
Major achievements highlighted during the meeting included:
Strengthening BEAT for Wider Application
The ALCBT Building Registry has created a database of 1,687 buildings across Kerala, Haryana and Uttar Pradesh, providing an important foundation for identifying emissions-reduction and building-retrofit opportunities. Four Project Management Units (PMUs) have been established across India to support BEAT’s wider application.
The Building Emissions Assessment Tool (BEAT) has been customised to reflect Indian conditions and is being further enhanced to strengthen building-emissions assessment. The PSC discussed incorporating A4 and A5 lifecycle emissions categories and strengthening the tool’s institutionalisation.
Building Capacity for India’s Low-Carbon Buildings Transition
More than 2,800 professionals have been trained by GGGIacross 20 states, with over 80% of respondents reporting satisfaction with the training programmes. Assessments recorded a 79% knowledge gain, while 87% of respondents expressed willingness to apply their learnings. Implementing partners, EESL and HEAT, have additionally trained more than 600 professionals across the buildings sector.
From Building Data to Retrofit and Investment
The Green Finance Network (GFN) India, officially launched in Mumbai on 30 April 2026, is designed to strengthen connections among financial institutions, investors, building owners, developers, and certification and verification agencies. The development of a pipeline of a bankable low carbon building projects is ongoing, with them aim of mobilizing approximately EUR 60 Million in investment.
The way forward will focus on translating the foundations established through ALCBT into scalable solutions, stronger institutions, and investment-ready low-carbon building projects across India.

About ALCBT
The Asia Low Carbon Buildings Transition (ALCBT) Project is a five-year initiative (2023-2028) that seeks to reduce GHG emissions by catalyzing nationwide transitions towards low-carbon buildings in five Asian countries: Cambodia, India, Indonesia, Thailand, and Vietnam. The project is funded by the Government of Germany’s Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN), through the International Climate Initiative (IKI), and is implemented by a consortium led by GGGI, in partnership with the ASEAN Center for Energy (ACE), Energy Efficiency Services Limited (EESL), and HEAT GmbH.
In India, the project operates under the guidance of the Ministry of Housing and Urban Affairs (MoHUA). Capacity building efforts in the country will benefit over 2,000 individuals, including government officials, architects, engineers, building developers and owners, ESCOs, financial institutions, material manufactures, and technology providers, to promote low carbon building design and sustainable practices.
