Empowering Cambodia’s Building Sector: 300 Professionals to Receive Low-Carbon Training

Phnom Penh, Cambodia, December 17, 2024The Asia Low Carbon Buildings Transition (ALCBT) Project has launched a training program in Cambodia to promote sustainable practices in the building sector. Supported by Germany’s Federal Ministry for Economic Affairs and Climate Action under the International Climate Initiative (IKI), the ALCBT project aims to accelerate the transition toward low-carbon buildings across five Asian countries: Cambodia, India, Indonesia, Thailand, and Vietnam. The project will reduce greenhouse gas emissions through the implementation of low-carbon technologies and standards.

As part of the ALCBT project’s capacity building component, 300 building sector professionals, including government officials, designers, architects, and energy auditors, will participate in a 30-hour training course at the Institute of Technology of Cambodia (ITC). By equipping stakeholders with the knowledge and tools for sustainable construction, the program supports Cambodia’s transition towards a greener, more resilient building sector.

Dr. Yan Vandeluxe, Deputy Director General of the General Department of Construction at the Ministry of Land Management, Urban Planning, and Construction (MLMUPC), underscored the significance of this initiative during the launch event. He stated: “The Ministry is dedicated to advancing sustainable practices within Cambodia’s construction sector. The launch of this training program is a crucial step in equipping professionals with the skills required to meet the country’s climate and energy efficiency targets particularly in the building sector. This initiative embodies our shared vision for a greener, more sustainable future for Cambodia.”

Ms. Shomi Kim, Cambodia Country Representative for the Global Green Growth Institute (GGGI), emphasized the program’s importance: “The Asia Low Carbon Buildings Transition Project adopts a practical, collaborative approach to addressing climate challenges in the construction sector. This training program is designed to build the capacity of key stakeholders, enabling them to integrate low-carbon practices into their work. Together, we aim to align Cambodia’s building sector with global environmental goals and promote sustainable development.”

ITC, one of Cambodia’s leading technical universities, is the program’s training delivery partner. The training modules, tailored Cambodia’s context in collaboration with ITC, have been thoroughly developed and reviewed by international experts The launch event served as a platform to introduce the course to the prospective trainers and trainees. During the event, Dr. Kinnaleth Vongchanh, Head of the Thermal Lab at ITC, provided an overview of the course structure, eligibility criteria, and delivery methods. As Cambodia’s premier institution for engineering and technology education, ITC is well-positioned to lead this effort, leveraging its expertise in applied sciences to address climate challenges in the construction industry.

About the Asia Low Carbon Building Transition (ALCBT) Project

The Asia Low Carbon Building Transition (ALCBT) Project is being implemented by a consortium led by GGGI and comprising HEAT International, the ASEAN Center for Energy (ACE), and Energy Efficiency Services Limited (EESL). In Cambodia, the project works in close collaboration with MLMUPC as the government counterpart. The project will institutionalize a building carbon assessment tool, integrate it with national energy codes, and support the country’s climate targets outlined in the National Energy Efficiency Policy (NEEP), the Updated Nationally Determined Contributions (NDCs), and the NDC Roadmap for Buildings and Construction 2020–2050.
