This report assesses Cambodia’s building sector by examining its current conditions, low-carbon building (LCB) potential, and associated financing needs. It identifies key financial and policy challenges, such as weak policy enforcement, limited financing mechanisms, and low stakeholder awareness, while outlining opportunities to accelerate decarbonization. The report provides practical recommendations to address regulatory, technical, and financial barriers, aligned with the Asia Low Carbon Buildings Transition (ALCBT) Project funded by the Government of Germany, supporting Cambodia’s NDC implementation and sustainable development goals.
