Building Investment for Low-Carbon Transition in ASEAN

A regional one-stop-shop platform that connects stakeholders in the buildings sector to accelerate the mobilization of investment and financing for low-carbon building projects across ASEAN​.

Addressing a Critical Regional Challenge

The ASEAN building sector accounted for 22% of the region’s total energy consumption in2022, with demand projected to surge by 56% by 2050. ASEAN BUILT directly supports theASEAN Plan of Action for Energy Cooperation (APAEC) target to reduce energy intensity by32% by 2025 by bridging the significant investment gap in energy efficiency.​

Regional Energy Efficiency Database and Benchmarking

A regional data repository on building energy efficiency and carbon emission-related
information and project database. Will be equipped with energy efficiency benchmarking, best
practices, and data standards, including templates for EE project financial disclosure, energysaving reporting and calculation, and carbon reporting.

Tools and Calculators

Online tools with an intuitive interface that support various aspects of low-carbon building
design assessment and measures, including energy efficiency, renewable energy integration,
passive design strategies, and material selections.

Investment Matching platform

A web-based investment platform for business matching to link building performance with finance.

This platform is currently in development and will be available in Q4 2025.
The ASEAN OSS is developed by ASEAN Centre for Energy (ACE)  as part of the Asia Low Carbon Buildings Transition (ALCBT) Project, co-implemented by the Global Green Growth Institute (GGGI), Energy Efficiency Services Limited (EESL), and Heat International GmbH. The project is funded by the Government of Germany through its Federal Ministry for Economic Affairs and Climate Action (BMWK) under the International Climate Initiative (IKI).

Any person who believes they may be harmed by an IKI project or who wish to report corruption or the misuse of funds, can lodge a complaint to the IKI Independent Complaint Mechanism at iki-complaints@z-u-g.org. The IKI complaint mechanism has a panel of independent experts who will investigate the complaint. In the course of the investigation, we will consult with the complainant so as to avoid unnecessary risks for the complainant.
