This handbook provides a comprehensive foundation for understanding the terminology, definitions, and methodology underpinning the ALCBT MRV Tool (Monitoring, Reporting & Verification platform for low carbon buildings). The MRV Tool is designed to support government policymakers, researchers, and building sector stakeholders across fiveimplementing countries—India, Indonesia, Cambodia, Thailand, and Vietnam—to track, project, and compare national building-sector carbon emissions across policy scenarios through 2070.
