Strengthening Low Carbon Building Expertise in Cambodia through Training of Trainers
Phnom Penh, Cambodia, February 11, 2025 – The Global Green Growth Institute (GGGI) and the Institute of Technology of Cambodia (ITC) organized a two-day Training of Trainers (TOT) on Low Carbon Buildings (LCB) on 11 – 12 February 2025 at ITC, as part of the Asia Low Carbon Buildings Transition (ALCBT) Project. This TOT served as a cornerstone for fostering local expertise in low carbon building development in Cambodia.
The TOT aimed to equip 24 Master Trainers with advanced knowledge, tools, and methodologies essential for delivering a comprehensive LCB Training Program to 300 professionals in Cambodia’s building and construction sector over the next 2.5 years. The training sessions covered key topics such as building energy efficiency, adaptive thermal comfort, sustainable cooling solutions, embodied carbon, energy audits, financial instruments, and market mechanisms.
Conducted as a hybrid event, the training allowed participants to join the training either in person at ITC or virtually, leveraging technology for seamless learning and interaction. Participants engaged in interactive discussions, case studies designed on Cambodian context, and hands-on exercises, with pre- and post-training evaluations ensuring effective knowledge transfer.
The LCB Training Program, a key initiative under the ALCBT project, builds a network of local experts strengthening Cambodia’s capacity to institutionalize low-carbon building practices. The TOT aligns with Cambodia’s National Energy Efficiency Policy (NEEP) and Nationally Determined Contributions (NDCs), contributing to climate goals and fostering sustainable development in the building sector.
Ms. Julie Robles, ALCBT Project Manager, GGGI, highlighted the importance of the TOT, especially in ensuring long-term sustainability beyond the project’s duration by creating a self-sustaining ecosystem in Cambodia where trained professionals will continue to mentor and train others, ensuring ongoing knowledge dissemination on LCB.
Dr. Bun Long, Deputy Director of ITC and one of the Master Trainers in the LCB training program said that ITC is proud to be at the forefront of advancing low-carbon building expertise in Cambodia. He added that the TOT is empowering local professionals with the knowledge and tools necessary to drive sustainable construction practices. This initiative not only strengthens technical capacity but also aligns with Cambodia’s national climate commitments, fostering a greener and more energy-efficient built environment.

About the Asia Low Carbon Building Transition (ALCBT) Project
The ALCBT Project is a five-year initiative (2023-2028) that seeks to reduce GHG emissions by catalyzing nationwide transitions toward low-carbon buildings in five Asian countries: Cambodia, India, Indonesia, Thailand, and Vietnam. Funded by the Government of Germany’s Federal Ministry of Economic Affairs and Climate Action (BMWK), through the International Climate Initiative (IKI), the project is being implemented by a consortium led by GGGI and comprising the ASEAN Center for Energy (ACE), Energy Efficiency Services Limited (EESL), and HEAT International. In Cambodia, the project works in close collaboration with the Ministry of Land Management, Urban Planning, and Construction (MLMUPC) as the government counterpart. The project will institutionalize a building carbon assessment tool, integrate it with national energy codes, and support the country’s climate targets outlined in the NEEP and NDCs.
