Cambodia Advances Low-Carbon Building Capacity Through Sixth ALCBT Training
Phnom Penh, Cambodia, 6 June 2026 – The Global Green Growth Institute (GGGI)), in partnership with the Institute of Technology of Cambodia (ITC), convened the sixth Low Carbon Buildings (LCB) Training Program, bringing together 36 professionals from the building, construction, energy, and material manufacturing sectors.
Organized under the Asia Low Carbon Buildings Transition (ALCBT) Project, the training forms part of a broader capacity-building series designed to strengthen local expertise and support the adoption of more sustainable building practices. The training was conducted in Khmer, and materials are accessible on the ALCBT project website.
Participants took part in interactive sessions on Cambodia’s energy landscape, building energy-efficiency fundamentals, sustainable cooling strategies, building energy management, and financial and market mechanisms related to LCBs. The sessions also introduced key concepts such as embodied carbon in building materials, operational energy optimization, adaptive thermal comfort design, and practical tools for planning and assessing LCBs.
A key focus of the program was translating low-carbon building concepts into practical applications across the building value chain. The sixth session reinforced the role of Cambodia’s building professionals and industry stakeholders in advancing practical solutions that reduce emissions, improve energy performance, and contribute to more resilient buildings.
The training also gave participants an opportunity to exchange knowledge, build professional connections, and consider the economic and environmental benefits of low-carbon buildings, reinforcing collaboration across Cambodia’s building sector.
The ALCBT LCB Training Program supports Cambodia’s sustainable building goals and national climate and energy objectives, including the National Energy Efficiency Policy (NEEP) and the country’s Third Nationally Determined Contributions (NDC 3.0).

About ALCBT
The Asia Low Carbon Buildings Transition (ALCBT) Project is a five-year initiative (2023-2028) that seeks to reduce GHG emissions by catalyzing nationwide transitions towards low-carbon buildings in five Asian countries: Cambodia, India, Indonesia, Thailand, and Vietnam. The project is funded by the Government of Germany’s Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN), through the International Climate Initiative (IKI), and is implemented by a consortium led by GGGI, in partnership with the ASEAN Center for Energy (ACE), Energy Efficiency Services Limited (EESL), and HEAT GmbH.
In Cambodia, the project works in close collaboration with the Ministry of Land Management, Urban Planning, and Construction (MLMUPC) as the government counterpart. The project will institutionalize a building carbon assessment tool, integrate it with national energy codes, and support the country’s climate targets outlined in the NEEP and NDCs.
