Awareness-Raising Workshop Advances Cambodia’s Industrial and Commercial Buildings Low-Carbon Transition

Phnom Penh, Cambodia, 08 July 2026 – The Global Green Growth Institute (GGGI), in partnership with the Ministry of Industry, Science, Technology & Innovation (MISTI), convened an awareness-raising workshop to accelerate Cambodia’s transition toward low-carbon industrial and commercial buildings.

Organized as a core component of the Asia Low Carbon Buildings Transition (ALCBT) project, the event brought together more than 50 representatives from the SME sector, MISTI officials, and other partners to discuss technical solutions and investment pathways for improving energy efficiency.

H.E. Dr. Tung Ciny, Secretary of State of MISTI, delivered the opening remarks, underscoring the Royal Government of Cambodia’s commitment to its National Energy Efficiency Policy and its continued efforts to strengthen building energy efficiency practices and low-carbon solutions across the industrial sector.

The workshop presented findings from recently completed building energy assessments, covering 250 deep-dive audits across Phnom Penh and Kandal Province. It also highlighted 12 market-ready energy conservation measures, including efficient air-conditioner upgrades and behavioral changes, that offer fast payback periods. The ASEAN Centre for Energy introduced the ESCO model as a financing mechanism to reduce upfront capital barriers for industrial retrofits, with CAPRED sharing hands-on ESCO pilot experience in Cambodia.

A dedicated session outlined available financing facilities for energy efficiency solutions, including recently launched mechanisms: the Cambodia Climate Finance Facility in June 2026, and the Energy Efficiency Revolving Fund in July 2026. These credit facilities offer competitive interest rates ranging from 5.5% to 7.5% to support building decarbonization.

The event concluded with a call for industrial building owners to join the upcoming pilot phase. Through the ALCBT project, selected participants will receive technical assistance in terms of funded investment-grade energy audits, helping transform assessment data into bankable projects ready for green investment.

 

About ALCBT

The Asia Low Carbon Buildings Transition (ALCBT) Project is a five-year initiative (2023-2028) that seeks to reduce GHG emissions by catalyzing nationwide transitions towards low-carbon buildings in five Asian countries: Cambodia, India, Indonesia, Thailand, and Vietnam. The project is funded by the Government of Germany’s Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN), through the International Climate Initiative (IKI), and is implemented by a consortium led by GGGI, in partnership with the ASEAN Center for Energy (ACE), Energy Efficiency Services Limited (EESL), and HEAT GmbH.

In Cambodia, the project works in close collaboration with the Ministry of Land Management, Urban Planning, and Construction (MLMUPC) as the government counterpart. The project will institutionalize a building carbon assessment tool, integrate it with national energy codes, and support the country’s climate targets outlined in the NEEP and NDCs.
