GGGI and Government of Haryana host State Energy Conservation Awards and ALCBT Project Dissemination Workshop
Haryana, India, 30 October 2025 — The Global Green Growth Institute (GGGI), in collaboration with the New and Renewable Energy Department (HAREDA), Government of Haryana, hosted the State Energy Conservation Awards and Dissemination Workshop for Buildings Registry under the Asia Low Carbon Buildings Transition (ALCBT) project to celebrate the state’s progress towards decarbonization.
The event was attended by over 250 participants from government, industry, and academia. It recognized achievements by industrial units, government buildings, commercial establishments, and educational institutions for their exemplary contributions to energy conservation and climate action.

In his keynote address, Mr. Shyamal Misra, IAS, Principal Secretary, Energy Department, Government of Haryana, highlighted the significant efforts made by the state in the domain of energy efficiency and renewable energy, emphasizing that energy conservation is not just an industrial requirement but a responsibility of every citizen.
Adding to this, Dr. Ashok Kumar, Dy. Director General, Bureau of Energy Efficiency, Government of India, praised the efforts of the Government of Haryana and highlighted the need for transition towards a sustainable built environment to limit global warming below 2 degrees. He also congratulated the designated consumers under the Perform, Achieve, and Trade (PAT) scheme.
Dr. Aditya Dahiya, IAS, Director, NRE & HAREDA, also emphasized the department’s ongoing efforts toward a low-carbon future. He noted that the ALCBT project, undertaken in partnership with GGGI, reinforces these efforts through practical implementation in the state.
As a pilot under the ALCBT Project, along with Kerala and Uttar Pradesh, Haryana has made significant strides in mainstreaming low-carbon solutions. Ms. Julie Robles, Project Manager, ALCBT Project, GGGI, shared the project’s global perspective, emphasizing its key objectives of advancing policy innovation, technology integration, and finance mobilization for decarbonizing the buildings sector. She also appreciated Haryana’s leadership, noting that the state has already received 22 Expressions of Interest (EoIs) for implementing sustainable low-carbon building solutions.
A key highlight of the event was the launch of the report titled “Deep Dive & Carbon Performance Analysis of Buildings in Haryana,” unveiled jointly by dignitaries from the Government of Haryana, BEE, and GGGI.

During the inaugural session, Mr. Ashok Thanikonda, Senior Program Officer and India Manager for the ALCBT project at GGGI, presented an overview of the project’s progress in India and highlighted the major efforts of the project in Haryana. This was followed by a debrief on the deep-dive analysis of the selected 110 new and existing buildings in Haryana and a live demonstration of the project’s carbon calculator, Building Emission Assessment Tool.

About ALCBT
The Asia Low Carbon Buildings Transition (ALCBT) Project is a five-year initiative (2023-2028) that seeks to reduce GHG emissions by catalyzing nationwide transitions towards low-carbon buildings in five Asian countries: Cambodia, India, Indonesia, Thailand, and Vietnam. Funded by the Government of Germany’s Federal Ministry for Economic Affairs and Climate Action (BMWK), through the International Climate Initiative (IKI), the project is being implemented by a consortium led by GGGI and comprising the ASEAN Center for Energy (ACE), Energy Efficiency Services Limited (EESL), and HEAT International.
In India, the project operates under the guidance of the Ministry of Housing and Urban Affairs (MoHUA). Capacity building efforts in the country will benefit over 2,000 individuals, including government officials, architects, engineers, building developers and owners, ESCOs, financial institutions, material manufactures, and technology providers, to promote low carbon building design and sustainable practices.
