India Hosts Initial Review of Draft Policy Recommendations under ALCBT project in New Delhi, India
New Delhi, India, June 6, 2025 – The Global Green Growth Institute (GGGI) convened experts and key stakeholders from across the building sector to review and refine draft policy recommendations under the Asia Low Carbon Buildings Transition (ALCBT) project.
The consultation aimed to validate and strengthen the policy recommendations before their submission to the Government of India to support the country’s transition toward a low carbon built environment.
As a first step, GGGI conducted comprehensive review of existing building sector policies and developed recommendations through extensive consultations with government and non-government entities. The resulting report, titled “Policy Review & Institutional Mapping of Buildings Energy Efficiency Programs in India,” was prepared in collaboration with PricewaterhouseCoopers (PwC) and launched during the inaugural session in the esteemed presence of dignitaries from the Government of India – Bureau of Energy Efficiency (BEE) and Building Materials & Technology Promotion Council (BMTPC Ltd.), and senior officials from GGGI and PwC.
The consultation also reviewed the draft report, “Policy Interventions for Promoting the Transition to Low-Carbon Buildings in India,” with the goal of integrating expert insights for finalization of the recommendations. Discussions revolved around proposed recommendations, including:
- Localization of Energy Conservation and Sustainable Building Codes (ECSBC/ECBC/ENS);
- Building Performance Disclosure for Existing Buildings.
- Green Public Procurement of Low-Carbon Materials;
- Institutionalizing Net Zero Energy Buildings (NZEB) in India;
- Development of a Building Taxonomy Framework.
Over 40 experts from various organizations such as Energy Efficiency Services Limited (EESL), Sustainable Energy for All (SEforAll), International Finance Corporation (IFC), Green Business Certification Inc (GBCI), National Productivity Council (NPC), United Nations Environment Program (UNEP), and building material manufacturers participated in the workshop. Their contributions enriched the policy dialogue with practical insights and technical expertise.
As a way forward, feedback from the consultation will be incorporated into the final policy recommendations to facilitate the development of an inclusive policy framework aligned with India’s commitment to achieve a net-zero economy by 2070.
