This report, developed under the Asia Low Carbon Buildings Transition (ALCBT) Project, explores policy options for managing embodied carbon in Cambodia’s building and construction sector. Drawing on international best practices and selected case studies, it assesses current challenges and opportunities and presents phased recommendations, covering regulations, material standards, public procurement, and capacity building to support low-carbon construction, market readiness, and climate-resilient development.
