ALCBT Buildings Registry in India: Register Your Building for a Low-Carbon Future
In a significant step toward achieving a low-carbon future, the Global Green Growth Institute (GGGI) is developing a Buildings Registry under its Asia Low Carbon Buildings Transition (ALCBT) Project. This initiative invites building owners, occupants, developers, and government agencies to express interest in receiving technical assistance for implementing energy-saving solutions.
The Buildings Registry aims to identify and support pilot projects that reduce carbon emissions in existing buildings. Selected buildings will undergo a comprehensive energy assessment and receive expert guidance on implementing low-carbon measures, in collaboration with Energy Efficiency Services Limited (EESL).
The ALCBT Project is a five-year, multi-stakeholder initiative working across Cambodia, India, Indonesia, Thailand, and Vietnam to accelerate the transition to Low Carbon Buildings (LCBs). In India, the registry will play a key role in helping public and private stakeholders adopt technical, planning, and institutional tools that drive carbon reduction efforts.

2. Evaluation and Selection: Submitted EOIs will be evaluated based on a matrix with the following selection criteria:
- Consent for Intervention: The building owner or authority must provide consent for the intervention and register the building.
- Investment Plan: There must be an approved investment plan by the building authority.
- Energy/Carbon Saving Potential: The building must show good potential for energy or carbon savings.
- Compliance with ECBC/Eco-Niwas Samhita: The building must qualify for all other criteria under the Energy Conservation Building Code (ECBC) or Eco-Niwas Samhita.
1. Technical Assistance:
- Selected buildings will receive technical assistance from GGGI and EESL for implementing low-carbon measures.
- Detailed energy audits and assessments will be conducted to identify specific interventions for reducing carbon emissions.
- A tailored scheme for implementing low-carbon measures will be developed for each selected building in consultation with EESL.
- EESL will likely invest in these pilot projects through ESCO/Non-ESCO models, providing financial and technical support.
About ALCBT project
The ALCBT Project is a five-year multi-stakeholder project that aims to facilitate the nationwide transition towards Low Carbon Buildings in five Asian countries namely, Cambodia, India, Indonesia, Thailand, and Vietnam. In India, ALCBT project will institutionalize the Building Carbon Assessment (BCA) tools and approaches, build the capacity of public and private sector entities, and link BCA to the implementation of building energy codes in three states. It will enhance building energy codes towards nationally determined ambitious standard using CO2eq/ m2/ year as a common performance metric. Successful implementation of the project will substantially reduce direct GHG emissions from the building sector by 2028. The ALCBT project is being implemented by the Global Green Growth Institute (GGGI) is partnership with Energy Efficiency Services Limited (EESL), HEAT International, and ASEAN Centre for Energy (ACE).
