ALCBT Stakeholder Consultation in Kerala on Subnational Building Assessment

Kerala, India, March 19,  2025  – A stakeholder consultation was held in Thiruvananthapuram, Kerala organized by the Global Green Growth Institute (GGGI), Energy Management Centre (EMC) Government of Kerala, and Grant Thornton Bharat LLP.  

The consultation brought together building owners, experts, and policymakers to discuss sustainable building solutions and encourage participation in the ALCBT project. Discussions highlighted the role of commercial and residential buildings in meeting Energy Conservation Building Code (ECBC) and Eco-Niwas Samhita standards through the adoption of low carbon strategies. 

GGGI and EMC, the project’s State partner, are overseeing the development of the building registry. Through ALCBT approach and tools, assessment of 80 new and existing buildings is being conducted. The deep-dive assessment and process was presented by Grant Thornton Bharat LLP to ensure key stakeholders are consulted and feedback are taken into consideration.  

The progress of ALCBT project activities was also presented during the session including the Building Emission Assessment Tool (BEAT) and the Common Carbon Metrics (CCM-V2) or MRV tool which are under development. EMC encouraged building owners to take advantage of the ALCBT project’s Low Carbon Building Training Modules and capacity building program.  

“Kerala has been actively involved in reducing the carbon footprint across the buildings ecosystem through initiatives like the cool roof policy. More and more builders need to come unanimously for the implementation of energy efficiency techniques and become involved in initiatives similar to the ALCBT project”, said Dr. Harikumar Ramadas, Director of EMC. 

In conclusion, Mr. Johnson Daniel, Head – NMEE & DSM, EMC Kerala, reaffirmed EMC’s commitment to promoting sustainable building practices in collaboration with the ALCBT project.

About ALCBT Project 

The Asia Low Carbon Buildings Transition (ALCBT) Project seeks to significantly reduce GHG emissions by catalyzing nationwide transitions towards low carbon buildings in Cambodia, India, Indonesia, Thailand, and Vietnam. Funded by the German Federal Ministry for Economic Affairs and Climate Action (BMWK) through the International Climate Initiative (IKI), the project is implemented by the Global Green Growth Institute (GGGI) in partnership with the ASEAN Centre for Energy (ACE), Energy Efficiency Services Limited (EESL), and HEAT International GmbH. In India, the project operates under the guidance of the Ministry of Housing and Urban Affairs (MoHUA).

About EMC 

Kerala Government has become the first State Government in India to establish an Energy Management Centre (EMC) at the State level, aiming primarily to remould and instrumentalise the energy sector as a catalyst in promoting a development process that is econo-ecologically sustainable.
