Advancing Thailand’s Low Carbon Building Transition

Bangkok, Thailand, March 31, 2025 – The Asia Low Carbon Buildings Transition (ALCBT) project in Thailand has taken a crucial step  by hosting the/its first Project Steering Committee meeting. Convened by the project lead agency, the Global Green Growth Institute (GGGI) in Thailand, and in collaboration with the Department of Alternative Energy Development and Efficiency (DEDE), the meeting brought together key stakeholders driving Thailand’s low-carbon building agenda. Comprehensive updates on project progress were presented and the committee deliberated on critical considerations aimed at optimizing project outcomes including the proposed building assessment tool, pilot building selection criteria, and a training program.

Chaired by Ms. Nanthikar Tungsupanich, Director-General of DEDE, the committee discussed and endorsed the development of the Building Emissions Assessment Tool which is based on recognized international standards and customized using country data. The tool will provide a comprehensive framework to enable life cycle carbon assessment.

The committee also agreed on the proposed rigorous criteria for the selection of pilot buildings for emissions assessment and refined the project’s capacity-building curriculum which aims to support experts to ensure alignment with national requirements. In her opening remarks, Ms. Nanthikar emphasized the strategic importance of these activities in supporting Thailand’s commitments under the Long-Term Low Greenhouse Gas Emission Development Strategy (LT-LEDS) and the Nationally Determined Contributions (NDCs).

She stated: “These activities are integral to achieving our national objectives of reducing greenhouse gas emissions and enhancing energy sustainability. The Project Steering Committee’s strategic guidance and support are essential to ensuring the effective implementation of this project.”

The outcomes and recommendations derived from the committee’s deliberations will be incorporated into the project’s 2025 work plan. Key deliverables for the year include the finalization of the low carbon assessment tool and the delivery of a targeted training program for relevant stakeholders. These elements are critical for the continued advancement of the ALCBT project in Thailand.

About ALCBT

The Asia Low Carbon Buildings Transition (ALCBT) project is a five-year multistakeholder initiative that seeks to significantly reduce GHG emissions by catalyzing nationwide transition towards low carbon buildings in Cambodia, India, Indonesia, Thailand, and Vietnam. Funded by the Government of Germany’s Federal Ministry of Economic Affairs and Climate Action (BMWK) through the International Climate Initiative (IKI), the project is implemented by the Global Green Growth Institute (GGGI) in partnership with the ASEAN Centre for Energy (ACE), Energy Efficiency Services Limited (EESL), and HEAT International.

In Thailand, the project works with public and private stakeholders to create a more sustainable pathway for the building value chain, focusing on reducing its growing carbon footprint by addressing barriers to energy efficiency adoption. It supports national commitment to reducing GHG emissions by up to 40% by 2030 and achieving carbon neutrality by 2050.
