Kerala Gears up with Leading Initiatives to Decarbonize the Buildings Sector under the ALCBT Project
Kerala, India, February 7, 2025 – The Global Green Growth Institute (GGGI) and the Energy Management Centre (EMC), Government of Kerala, officially launched key initiatives under the ALCBT Project to decarbonize the buildings sector in the state at the International Energy Festival Kerala (IEFK).
As part of the Asia Low Carbon Buildings Transition (ALCBT) project, GGGI and EMC Kerala unveiled: 1) the ALCBT Project India webpage, a dedicated platform for hosting the Building Emission Assessment tool (BEAT), which is currently under development. This tool aims to measure both operational and embodied carbon emissions in buildings by utilizing energy audit data to establish a baseline for India’s building sector; 2) the Kerala low-carbon building registry database, an open-access registry that allows building owners to register and carry out energy audits or assess carbon emissions of upcoming or existing buildings; and 3) the Buildings Sector Overview of Kerala Report, a comprehensive document identifying the current and upcoming buildings stock, energy consumption, and the roadmap to decarbonisation.
The launches took place during the session on “Low Carbon Building Pathways for Kerala” at the Police Training College Ground, Thycaud, Thiruvananthapuram. The event was attended by over 150 professionals from the building ecosystem, including Dr. R. Harikumar, Director EMC, Mr. Soumya Garnaik, Country Representative, GGGI India (virtually),and Ms. Julie Robles, ALCBT Project Manager, GGGI (virtually).
Dr. R. Harikumar, Director, EMC Kerala, emphasized, “With rapid urbanization and rising energy demand, integrating energy efficiency measures into Kerala’s building sector is crucial. The ALCBT project website and the sector overview report will serve as essential tools for stakeholders to drive impactful climate action.”
Mr. Soumya Garnaik, Country Representative, GGGI India, shared, “We are proud to partner with Energy Management Centre (EMC) under this project for Kerala. After signing an MoU with EMC during January 2024, various activities have been initiated in the state which includes, buildings registry, capacity building and trainings of key stakeholders. The project is expected to encourage participation of public & private buildings towards low-carbon practices.”
The session also featured a presentation on the ALCBT Project by Ms. Neha Sharma, GGGI.A high-level panel discussion moderated by Mr. Kulbhushan Kumar, Partner, Grant Thornton Bharat LLP, with senior experts from CLASP, Energy Efficiency Services Limited (EESL), and Energe-se followedexploring technical, financial, and policy frameworks required to scale up low-carbon building solutions in Kerala.
Ms. Julie Robles, ALCBT Project Manager, during the launch, highlighted, “The Building Emission Assessment Tool and MRV mechanism being developed under the project, will be used to calculate lifecycle emissions of buildings and will support data driven policy enhancements and attract investments for low carbon building projects.” By providing key data and implementation frameworks, the project is paving the way for sustainable infrastructure development in Kerala.

About ALCBT Project
The Asia Low Carbon Buildings Transition (ALCBT) Project seeks to significantly reduce GHG emissions by catalyzing nationwide transitions towards low carbon buildings in Cambodia, India, Indonesia, Thailand, and Vietnam. Funded by the Government of Germany’s Federal Ministry of Economic Affairs and Climate Action (BMWK) through the International Climate Initiative (IKI), the project is implemented by the Global Green Growth Institute (GGGI) in partnership with the ASEAN Centre for Energy (ACE), Energy Efficiency Services Limited (EESL), and HEAT International. In India, the project operates under the guidance of the Ministry of Housing and Urban Affairs (MoHUA). Capacity building efforts in the country will benefit over 2,120 individuals, including government officials, architects, engineers, building developers and owners, ESCOs, financial institutions, material manufactures, and technology providers, to promote low carbon building design and sustainable practices.
